I think a bug report to GDB is in order, but I'm not holding up
the patch waiting for that.

Would you be willing to run some cortex tests on trunk?

1. Power down target
2. launch OpenOCD
3. launch telnet session
4. type "reset halt" => fail
5. power up target
6. type "reset halt" => should reset & halt..
