[Openocd-development] synthesize in_check_mask/value and error handler using in_handler

Michael helped tested this and it now passes basic smoketests.

Is there a consensus that this should be committed once it
passes testing?

Reminder: it is an important step in the direction of letting OpenOCD
products implement the entire jtag_xxx() layer in hw+sw, which allows a
much greater degree of innovation w.r.t. implementations
of hardware + sw acceleration.

The current jtag_xxx() functions and the drivers will then be
a reference implementation of the jtag_xxx() layer.
