I monitor JBoss with OpenNMS (and run the OpenNMS UI on its embedded Tomcat server). This problem is common to all instances where an HTTP service doesn't have a valid document at "/index.html". Frequently Tomcat applications do not set-up a default context and exhibit this problem. To fix it, simply add a default context and place a redirector page there forcing the web user to your real application. That way neither the user nor OpenNMS will get a 404 error.
