Here's the scenario:
Running on win32.
Options are set so buddy list shows only in the systray.
I want to focus the buddy list.

Currently, I have to double-click the systray icon to
minimize the buddy list and then double-click the
systray icon to restore a focused buddy list.

Ideally, I would be able to single-click the systray
icon to focus the buddy list. Also, an option for
including the buddy list in the Alt+Tab list when it's
only in the systray would be nice (although possibly
harder to do since that might deal more of a Windows
not showing the buddy list thing instead of OpenGaim
explicitly hiding the buddy list from the Alt+Tab list).

On the last request (add to Alt-Tab list when only in the
systray): That's not possible in Win32. You must have an
application in the taskbar for it to appear in the Alt-Tab list.

With that said, it should be possible to change the behavior
so that a single *left*-click raises and minimizes the buddy
list. This is in fact how the systray icon for X11 works
already, so it would even be a consistency change.

It is possible to show in alt-tab list while not being in
    task bar!!
For example: right click on desktop and choose
properties....It won't show in taskbar, but you can alt-tab
    to it!

Also, if i remember correctly, WinAmp can also do this
