I am trying to download swak4Foam but when I try I keep getting "svn: Can't connect to host 'svn.code.sf.net': Connection timed out".
Could you please report the command line you're using (just to be sure)
It works for me.
Is it possible that you're behind a firewall that blocks the svn port (3690)?
I have been using this command
svn checkout svn://svn.code.sf.net/p/openfoam-extend/svn/trunk/Breeder_1.7/libraries/swak4Foam/
and there is a possibility that the firewall is blocking it.
I'd say the firewall is the problem: when I copy-past your command line it works for me
