[Openbts-discuss] establishing connection without registration to the network

hello everybody

i'm new with OpenBTS and was wondering, is there any way that cell phones
can connect to my base station without registering them first?
I mean that somehow the cell phone will perform roaming and connect to my
network.
assuming of course that there are no other networks at range.
