[Openbts-discuss] No Automatic Registration

Hi ,
I have USRP N210 with OpenBTS 4.0. I set my network with local operator parameter (must said that i have permission) and i can see network but i can register on network manually or automatic .... why???

my network signal level in my mobile phone is 13dBm ....
when i set MNC different from local operator i can join manullay succesfully..... 
so what is the PROBLEM ...?
