Yes you can, as tranceiver of a very limited BTS. Why limited? The phone chipset will only allow it to transmit one timeslot, so you will only have signaling, no TCH, hence no voice, no GPRS :( . But with that you can have other phones to camp in and exchange some SMS messages to each other. The setup is quite complicated, as you can see on osmocombb, a lot of compilation, (5hs on a single core VM), need a special USB-SERIAL cable (FTDI chip), modification to the phones RF Filters if you want more than a couple of meters range, you need to sync its clock to another ARFCN (commercial one), etc. >From my experience I would say: unless you think that would be cool (my case back when I tried it), don't go down that path, get a real SDR, it is much simpler, you get voice, sms, gprs and can even try different things such as UMTS or LTE with it.
