Yes, sharing all required information (links, etc) as well as your experience is an important part of legalization of GSM experiments. Consider how many people are using GSM BTSs without any license right now, just because they think it's too bureaucratic to get a license. Sharing filled in documents is a different thing, but I still believe that it's a useful thing and would help people to get proper licenses. Then authorities will at least know whom to watch for improper use of spectrum. If you don't have a license, in most cases no one even notice you're interfering unless you screw things up in a really bad way.
