This might have something to do with "early media", which means audio streams that start before a call is fully connected. OpenBTS does not start transferring codec frames to the handset until it receives the 200 OK in the SIP domain (for the MOC case). This is the case even in very early assignment. If these failed calls do not produce a 200 OK response, there will be no audio to the handset.
