Updated VC8 to not minimally build. When headers are changed we need to rebuild all objects that reference the header file.

Fixed animation issue. Samplesplayed was not being set properly.
Enhanced video mode filter/scaling values to be stored uniquely based per video mode instead globally.

Fixed a bug where cycling music would not go back to first track of album.
Fixed 480x272 mode on psp where users could be using stretching/filtering effects on 320x240 mode and it should not be applied to 480x272 mode.
