I wrote a small utility program that will 'touch' files on Windows and can be used in a *.bat file. If it's acceptable, I thought we could put the executable and the source code for it into subversion. Then add a touchheaders.bat to match touchheaders.sh. The executable is 57 K, smaller than a many of the other files in the source tree. The question is where to put the source? One idea would be to add a 'tools' or 'build.tools' directory. It would then be a place to put other miscellaneous things if the need arises. Any comments?
