#286 ooDialog needs an utility class

Used to track changes to ooDialog.

ooDialog could benefit from an utility class that contained methods for doing common Windows API function that does not fit well with the semantics of methods for dialogs or dialog controls.

The methods would be class methods and use the new 4.0 native API.

This is partially driven by the need to ensure that the Windows Common Controls are intialized now that the old style API is no longer being used and there is no more install functions routines that are guarenteed to run first.
