#549 s390 linux should pass -m31 to gcc

s390 linux should pass -m31 to gcc (including ld operations) to build 31-bit (instead of 64).

There probably exist other configure requirements in this regard. Looking at this.

There's really not much point in opening build problems like this against 3.2.0. We have no plans for updating or shipping any new released of that code base. The 4.0 release is fully capable of working in 64-bit environments.
