Could the server monitor /var/log/syslog for new dhcp connections to find MACs not defined in Hosts and offer to add them?
This way you don't have to find the MAC, then enter into the server. Just PXE boot, then add it as a host.
OCK could be extended to watch the syslog, but this would not be very secure. There is a bulk import feature available for importing a large amount of hosts, and there is plans for a boot image to register new hosts.
Would that suffice?

Have you tried the "Serve kickstart scripts to unknown clients" ? I believe that will give you what you are looking for.
