Because alternative translations depend on file paths, any change to the file path leads to losing an alternative translation. But it is very easy to forget about this and change the file path.
After running into many problems because of this behavior, I believe it might be beneficial not to make alternative translations depend on file paths. Ideally, this feature would be configurable, so that each user can choose what makes most sense to him or her.
To be sure it is clear: we would keep the file name, and only remove the path. I.e., if we have folder1/filename1.docx, we would keep only filename1.docx?

I meant both the directory relative to source and file name. Sorry for not making this clear.
This is implemented in trunk (r6422).
There is now a checkbox in the File Filters dialog that lets you "ignore file context".
When this is enabled, alt translations will take effect in any file as long as the other context (prev/next segments, or some sort of ID depending on the file format) matches.
Note that this is all or nothing; at the moment there is no way to have partial (filename only, or last-n-path-segments only) file context. This is a potential area for improvement.

If this option is used (i.e., if the filename is not used for the identifier), it will not be possible to use alternative translations for PO files.
