#1262 Add history prediction and completion

The omegat-history-completer plugin is now included by default in OmegaT. It adds two auto-completion views:

• Completion View: As you type a word, this view suggests completions from words found in existing translations in the current project.
• Prediction View: This view suggests words that have appeared elsewhere in the current project following the previous word. The suggestions are sorted by frequency of use.

The interface is simplified: Enable/disable the views via Options > Auto-completion > History Completion and History Prediction. Both views are off by default. When off, they should consume essentially no resources.

The prediction view offers improved behavior with non-space-delimited languages (e.g. Japanese, Chinese) compared to the standalone plugin version.

Users of the plugin should uninstall the plugin when using OmegaT 4.0, r9023 or later.
