When a text file has only one line, the line length limit doesn't work. See http://www.proz.com/forum/omegat_support/274603-how_does_the_line_limit_feature_in_the_txt_filter_work.html for an example.

If there is no EOL (CR/LF or LF) in the file, we cannot detect which one should be used. In that case, OmegaT writes a platform-dependent EOL.
