It's not possible to add a note to a segment without previous translation. The log says, "Caused by: java.lang.IllegalArgumentException: RealProject.setNote() must have previous translation". The cursor turns into "waiting" when the Editor input field gets focus, and persists that way after save/reload or even when the project is completely closed down and new project is loaded up in the same instance of OmegaT.

There's a good reason to enable notes for untranslated segments (at least it looks like a good one to me). Sometimes the meaning of the original text is not clear or the source text may contain mistakes, and such issues can be marked as notes and then brought to the client to be addressed/resolved/corrected/explained etc. For several projects I collected notes manually (skip to next note, copy, paste into an external file, copy source, paste into the file, skip to next note), and later I put together a little script that exports notes to a file, and with those notes in one file discussing various issues with clients is very convenient. But now not being able to add notes to untranslated segments looks like a regression. If I was done on purpose, I'd like to ask to reconsider it if possible, or if there's a good (better than mine :)) reason not to enable notes for untranslated segments, then the busy cursor behavior should be fixed.

    I confirm the bug. It is a regression, and it wasn't done on purpose.
