In 2.3, if the project is DE-FR, translations for DE-EN and DE-IT are loaded.

In 2.5, then do not appear.

In the context of
- TMX: display or not other target languages
[feature-requests:#525]

what should be done is:
If there is a source language > target language segment, load only that.
If not, load the source language > any language combinations.

That way, in a multilingual TMX, only the relevant language pair will be loaded, but it will still be possible to load additional language pairs from separate TMXs.
