OmegaT seems to remember the Windows size and position of previous session.
It is good, but up to a point.

I am using omegaT under Windows10.
(The problem may manifiest in a different manner under Linux.)

I have replaced a display and encountered a situation where I could not interact with
omegaT because main window of omegaT cannot be displayed in full. The window height is too large for the display to handle, and the Window desktop manager places the window in such a way the menu in the upper window pane could not be manipulated.
(I actually rotated the display from portrait to landscape layout).

Steps to reproduce:
1. Start with a display with a tall height.
Run omegaT and use it in full screen. (Height is large in portrait form).
2. Closes omegaT.
3. Replace the display with a shorter height.
4. Run omegaT.
The main window is too large, especially height is the main problem.
Windows10 desktop manager places omegaT window in such a way that the menu in the upper menu
cannot be manipulated at all. (Window resize button is also unavailable.)

All I could do is to KILL omegaT.

Suggestion:
Check the size of the window (especially, height) and cap it under the size of available desktop.size.
"Available desktop size" is the key. If you do not adjust the size by subtracting the "task bar" of windows 10 (or other peculiarities of window managers), I am afraid we may still encounter the same issue because the upper window pane may not be visible (outside the upper edge of desktop.)

I had to re-rotate the display to portrait layout with the taller height and run omegaT and shrunk the window and then re-rorate the display to landscape layout.
I don't believe my assistant who is not computer-saavy could resolve the issue alone.

It is a usability issue with a serious implication who may need to change the display size from time to time.

BTW, the particular display where I experienced the issue is HP LP2065 1600x 1200. pixels.
(Old model, but when I needed portrait display, it works just fine.)

(my take - please don't be offended - just my 2%)

Not an OmegaT issue - don't ask the program to solve OS issues.

https://www.howtogeek.com/661249/how-to-rearrange-windows-with-keyboard-shortcuts-on-windows-10/ is a good start for Windows

Same happens to me like dozens of times with dozens of programs in a support-centric technical environment, especially when switching between different replicator ports or docking stations, sharing desktops to other devices, using virtual machines deployed on different host systems and running OS other than Windows with their plethora of Window managers (anybody still remember X11?) Sometimes the OS rearranges program windows (but forgets to switch back once the additional screens come back online), sometimes it doesn't.
