#1 channel cycle: added waiting time

Could you implement a feature so when the bot cycles
every so many minutes it waits a certain amount of
time before rejoining ?
Example
# Interval to cycle channels. (in minutes)
set spam-file-interval 10

# Interval to wait before joining channels. (in
minutes)
set spam-file-join 1

seconds would work better for that rejoin

So basically a delay for joining..

This is not impossible, but it shouldn't, since eggdrop
will automatically rejoin the channel after a putserv "PART
#chan".

Only way to get around this would be to temporarily remove
the channel. Doing this, though, will possibly cause many
various problems, so it shouldn't be done.
