#22 auto reload configuration feature.

I need auto-reload configurations when configuration file
changed. I have implemented this feature in my own
configuration module before. Now, I know Nini. I will use
it before long. I think it should add this feature. I will
modify the source code myself.

I'm glad that you brought this up. I've wanted to add it
for a long time but I needed to write the retain reference
support feature (http://tinyurl.com/7ao27) before I could do
it. If you want to take a stab at it then send me a patch
otherwise it will be available in Nini 1.1. Thanks! --Brent.
