I find that I use the File Optimizer tool to help reduce a large recursive (both folders and zip archives) set, after which I compress the entire set in a single archive. To achieve an overall better compression, the individual zip archives (7z and rar also) should be converted to "storage" mode.
I currently have script to perform this currently, however it may be a feature that others may also would use.

Do you mean that making 7z, and RAR files recompress with no compression before running FileOptimizer makes them to be smaller than if they were compressed?
Can you post some samples? I said so, because FileOptimizer is not handing RAR files for instance.
