If I modify an open file (on 5.3) the dialog to reopen
the modified file ALWAYS opens behing the KDE Desktop
Pager, no matter where it is, and the buttons are obscured.

I run SuSE 8.0.

It might happen because I have nedit open on a different
desktop and use the pager to switch to it after the file was
changed by another application. However, the dialogue's
position should be pinned to the editing frame, noit the
    desktop!

You have the option "Popups Under Pointer" turned
on. So the popup appears where your mouse pointer
is as soon as the modified file's window is focussed,
which happens to be in the pager area. Since your
pager is "always on top", it obscures the dialog.

You can turn this off via the Default Setting>Popups
Under Pointer menu entry. Remember to save the
    default settings afterwards.
