I'm seeing the same problem on azure pipelines: https://dev.azure.com/r-windows/rtools-packages/_build/results?buildId=557&view=results Installing from the latest msys2-base-x86_64-20200517.tar.xz and then after updating the msys2-runtime, we can no longer start pacman or bash (even in a new process).
