Thank you Alexey, the problem still exist. And I was wrong with the 
mingw-libtool version. The msys2 version is older. My mistake was before 
to, that I had one ACLOCAL_PATH wrong, but now I try to compile faac and 
there is even a problem with the regular mingw32_shell.bat
