Since you've install the mplsadm2 RPM, now the mplsadm2 binary is installed in /usr/sbin/. Make sure /usr/sbin/ is in your PATH. If so then you can run mplsadm2 from anywhere. You will also need the other RPMS (iproute2 iptables mplssadm2).
