I've experimented with -t and -a options but it didn't help. The patterns such as @l and @u work well for the file.

    Thank you for reporting this issue and for the file.
    This is because the Time of the input file is detected as "Total time: 3m.08s". The number of zeroes is computed from the total time and the total number of files to create. This explains why you don't have zeroes.
    But you can force to always create two digits by replacing "@n" with "@n2".

    Now, it looks like your input file has some errors in it "Sync errors: 18".
    This most likely seems to be a file created by a concatenation of several files. There is an option in mp3splt called '-e' which splits according to those sync errors and you will obtain the original files. You can try it with 'mp3splt.exe -o "@n" -e test.mp3'.
