The Mockrunner developers are not responsible for the version in the Maven repository. I don't use Maven. Someone else must have been uploading Mockrunner 0.3.1 to Maven. This point has been discussed multiple times in this forum. I don't have the time to keep the Maven repository in sync with the Mockrunner releases.
