The latter ("hasn't been implemented yet").

There is not (yet?) a routine for "4:2:0-MPEG2 --> 4:4:4" in subsample.[ch],
 which is what y4mtoppm looks to for super/subsampling.

The couple of routines that are there currently are on the sucky side, 
 anyhow -- box/linear filters.  (I wrote them.  What a disgrace. :)
 In lieu of a dedicated multitap MMX-accelerated supersampling routine,
 there is always "y4mscaler -O chromass=444"....
