	People should be warned that there is a bug in the encoder rate control

	The problem does not always occur, but when it does the encoder
	thinks it needs to use extreme compression and the output looks 
	very bad.  Low values (2 or 3) of "-q" on the command line appear to 
	be one trigger of the problem - values of 4 or higher seem to work
	better but not perfect.

	Author/mainainer is "on the job" and has sample data and commands which
	reproduce the problem.
