Fix that makes it possible to compile mplex in mingw32

Trial fix: stop sampling frames at Q floor (where Actual bits *expected* to be
< Target bits) to compute mean Target/Actual ratio after pass2
reencoding.
Tidying: remove some redundant inclusion of config.h

Need to use $CC instead of $_cc in the error message since CC is set at the
top (if not defined as an environment variable).

OSX 10.5 puts libpng in a really strange place and to find it we need
$(LIBPNG_LIBS_ and (LIBPNG_CFLAGS)

Fix PTHREAD_LIBS usage - needs to be @PTHREAD_LIBS@ rather than $PTHREAD_LIBS
