Use mjpeg_error() and mjpeg_debug() instead of the LOG_ symbols

Use mjpeg_info() instead of mjpeg_log(LOG_INFO). The hope is that the LOG_
symbols will no longer be used/visible.

Check for syslog.h being present

mpeg2enc has such serious rate control flaws it should not be allowed to run.

The following command consumes more and more memory; after < 1 h, 512 MB Ram
are used up and lavrec crashes. The latest version (lavtools 1.8.0) still has
this problem.
