Remove trailing / from pass1ratectl.cc.
Add "cpu_accel.h" to rate_complexity_model.cc for the fmin() prototype - some
systems don't have that natively.

Apparently the corruption of the edges has been fixed so the comment about
the corruption can be removed. The default for the median filters is still
0,0,0 since enabling those can result in loss of detail and thus shouldn't be
on by default.

Some more info about the patch:
There are some problems building shared libraries for
an architecture whose shared-libs do not allow
"undefined" symbols, e.g. Cygwin.

Add
liblavfile_la_LIBADD = $(LIBMJPEGUTILS) and
liblavjpeg_la_LIBADD = $(LIBMJPEGUTILS)

This is harmless but apparently required for 'doze/Cygwin building.

the entire change from https://sourceforge.net/tracker/?func=detail&atid=305776&aid=1501204&group_id=5776
is not acceptable since it breaks building on OSX (at least) and possibly
other systems as well.

Not having jpeg-6b is a fatal configure time error now. Previously it was
only a warning and linking would fail later on. Not much sense in making jpeg
support conditional. What use is a mjpeg package without jpeg support? ;)

Also, remove checks for the jpeg-mmx package. That either 1) does not
work (crashes) or 2) will not build at all on many platforms. Also remove
jpeg-mmx from the spec file so that RPMs do not give the impression that
the jpeg-mmx is usable.
