nasm is no longer required since all the .s files have been converted.

Fix the warning errors:

ignore the new executable.

Remove mblocks_sub44_mests from the list of functions that can be disable
because that routine does not have a C-only counterpart.

turn off iframe only for vcd format

Never converted properly from a standalone app to being integrated into cvs

if/when mjpegtools-config.h is actually needed it can be revived.

- add 1 to mmx version as found by Stephen Beahm:

Both the C-reference and altivec versions of bsumsq_sub22_mmx() implement the
following:
v = ((p1f[i]+p1b[i]+1)>>1) - p2[i];

The mmx version does not add the one (+1).

- make twos[] static, so it doesn't have to be pushed on the stack everytime the function sumsq_mmx() is called

Stephen Beahm noticed that the mmx code had not been updated like the
C-reference and Altivec code had been (2003/10)
