Add @PROGRAM_NOPIC@ to the AM_CXXFLAGS. On PPC systems (OS/X at least) this
expands to -mdynamic-no-pic which generates slightly faster code.

Add quantize_x86 and quant_mmx patch from Scott Smith.
Complete the IA32 SIMD disable logic for the motion routines (quant stuff is next).
Add special tag "all" to the SIMD disable parsing to disable all SIMD stuff rather
than list all 22+ names.

sub44_sad patch from Scott Smith.
Begin adding MJPEGTOOLS_SIMD_DISABLE environment variable support. The environ
variable is a comma separated list of routine names that should use the C code
instead of the SIMD (MMX/SSE/Altivec) code. At the present time only the
support function, the helper program (mjpeg_simd_helper) and 1 of the motion
routine checks has been completed. The remainder (and the quantization/dct
rountes) will be done as time permits.

Here is the changelog :

* The output files prefix can be specified, default is "out".
* Added "ntsc_film" possible output framerate.
* Now the input framerate can be forced.
* Pulldown flag is set for mpeg2 based profiles when needed.
* Scaling is now automatically disabled when not useful
(the -d flag is no more available).
