Ok, here we go... What has happened so far?

1. switched back to circular full-search (with early termination) as it
seems to be the only MC-algorithm suitable for deinterlacing. See the
source, if you want to know more about it...
2. Completely implemented Generalized Sampling Theorem (GST).
3. Implemented Scene-Change-Detection
4. Removed all ugly compiler-warnings
4b.removed (hopefully) all memory-leaks/memory-problems
5. "Soccer-Test": passed... :-)))
6. better than my Phi**** 100Hz TV-Set-deinterlacer...
7. I have forgotten, to ...

Still to be done:

- Man-page/Dokumentation (I hate that...)
- Fix runtime options
- field-dominance detection

Add a sanity check that if --cbr is used that a bitrate has been set either
by the selected format or by an explicit -b.

Oops - can't make the --cbr requiring a bitrate check here because the
-f option may set a rate later. Make the check in mpeg2encoptions.cc instead.

With --cbr a bitrate must be specified using -b (a Constant Bit Rate of 0 makes
no sense!).

Implement --cbr and fixed the --closed-gop option (it doesn't take an argument).
--cbr turns off -q (sets it to 0).
