Oops - can't make the --cbr requiring a bitrate check here because the
-f option may set a rate later. Make the check in mpeg2encoptions.cc instead.

--cbr turns off -q (sets it to 0).

Begin adding support for forcing Constant Bit Rate (CBR) with MPEG-2. At the
present the manpage has been updated and the option "--cbr" (-u) sets a flag
which will be used in the near future.
