Add --with-extra-cflags to make it easy/convenient to add extra compiler
flags (such as -funroll-loops and so on).

Use AM_CFLAGS and AM_CXXFLAGS instead of y4mdenoise_CFLAGS/CXXFLAGS to avoid
overriding the CFLAGS created by ./configure. The top level configuration
process goes to great effort to determine the architecture/cpu compile time
flags.

Fix for bug in tracker: [ 1021475 ] missing declaration

Summary:
missing declaration
mpeg2enc.cc will not compile if HAVE_GETOPT_LONG is not
defined, since two variables, declared at lines 666 and
667 are inside the #ifdef but used outside.

Note: The line numbers are wrong, look a bit later.

Don't let the argument (b|t) run into the option name - put a \space in.

Remove aborted experiment "yst".

Add mjpegtools-config.h to DISTCLEANFILES.

Nicolas Boos submitted the idea/patch to allow changing individual parameters
of the filters without affecting the other ones. With -L and -C you have
to specify all the parameters and the only way to leave some values untouched
is to read the sourcecode to find the defaults. With -x/-X/-y/-Y you can
affect specific parameters and let the other(s) default.
