Use new YUV4MPEG2 API and add the y4m_accept_extensions(1) call.

Accept the new extensions (needed for 411 handling)

Need to accept the new API extensions - add y4m_accept_extensions(1);

accept the new API extensions.

Use y4m_si_get_{width,height} accessor functions instead of structure members
(which do not exist now in the new YUV4MPEG2 API).

Initial attempt at getting yuvscaler and yuvcorrect to compile with the new
YUV4MPEG2 API.

Probably introduced bugs.

First attempt at getting yuvscaler to compile against the new YUV4MPEG2 API.
The 4:2:0 assumptions are hardcoded in many places so no attempt was made at
this time to generalize the program for more chroma formats (such as 4:1:1).

Safety check for 3 plane formats - the 3 plan assumption's rather firmly in
place so we need to bail on 1 or 4 plane formats.

Use new API to deal with the chroma subsampling sizes - much cleaner/simpler
(and general).

Use new YUV4MPEG2 API to simply (and generalize) the different chroma format
handling.
