Fixed the : __progname problem for system not having a GNU libc.

config.h must NOT appear in any exported header file. Remove config.h from
all exported files, add #ifdef HAVE_CONFIG_H #include "config.h" #endif where
needed.

Fix cpu-id inlines to permit PIC...

Trivial cleanup patch from Nicolas Boos. Might as well have 1.6.2 look as nice as possible ;)

Use both the mjpegtools version number and mplex's version number.

Two different version numbers were printed depending how the program was invoked. Rather than have version numbers go backwards (from 2.2.2 to 1.6.x) the
MPLEX_VER macro was used in both places (previously MPLEX_VER was used in one
place and VERSION in the other). MPLEX_VER was incremented to 2.2.3 (to identify it as being newer than 2.2.2) and the MPELX_DATE changed to the GMT time of the version change.

-X, -q were in short_options but there was no code to handle them and they were
not in the long options. '-e' and '-m' were cruft, not used/obsolete and again
were in the short options but not the long options.
