Yipes! I seem to be "Mr. nasty little bug" this week. Another subtle boo-boo
in the new motion compensation. Plus the rate control numbers needed
some tuning. Anyway all's well that ends well. Best speed numbers and *lowest*
quantisation on the test pieces.

Further minor updates to the doco files to get them into line for a beta
release.

Tidying in preparation for beta2 tarball release. Stale and scaffolding code
moved to attic. Command line flags etc brought into sync. Debugging output
conditional of DEBUG CPP macro.

Put Log substiution into ChangeLog

Bring up-to-date doco files and scriptology for next beta release.

Fixed poor filtering performance of new motion comp when faced with
very uniform images. Fixed non-detection of underflow limitation on
MMX quantisation code...

Fixed really nasty little bug in motion compensation. Two lines misplaced!
Need to check whether something similar might have happened in the field
MC code...

Also, minor correction: radii must be products of 8!

fix to get softplay function. scaling is wrong
