Hopefully the last of the "-f m" references changed to "-f q"

remaining references to .mov and -f m cleaned up as part of libmovtar removal

Forgot to change -f m to -f q when movtar went away

Remove now know to be flaky predictive estimation of picture complexity:
simply use the sliding average complexity: turns out to be more accurate!

Prepate for tidying up rate controller using arrays for parameters held for
each picture kind.

Fix bug whereby M goes is dimension too small when GOPs are very small

Fix image buffer size problem when very small GOP sizes selected

Tidy quantization in preparation for accurate MMX quantiser
(experiment with gcc-3.x vector builtins)

LIBMOVTAR support goes away re: discussion/agreement on the -developer list 2003/11/14
