Added modifications to support rate control as paramter or sequence encoding
and optimal selection of motion estimation mode

Added alternative frame based motion estimator which now generates
a vector of most plausible motion estimates so that the best can
be chosen by the encoder based on actual encoding size

Made rate controller an object that is given as a parameter to sequence
encoding.

This is a step towards multi-pass encoding and is also useful for
adding optimal motion estimation mode selection.

Added routines for encoding size estimation

This script is called when you unistall the doku. It removes the info files from the system. And the entry in the dir file.

Added the removal of the info files. They were not removed by default. Also take a look at the unstinall-info.sh
