FIX: Video stream parser skips frame headers. Roughly 1 in 20!

Fix really bad bug in the video stream parser that meant every 6th frame
header waas being skipped. Astonishingly this has been in the codebase
since well before 1.6.0 stable!!!

* updates driver to new/final v4l2 API in kernel 2.5 (2.4 patches for 2.4.20-rc1 available from http://buytesex.org/patches/)
* change best quality compression ratio back to 1:4, since Buz can't handle 1:2
* include linux/version.h everywhere (redhat's standard kernel borks if this isn't the case)

Bugfix release in cubic_scale_interlace function

yuvcorrect now supports RGB corrections

Fixed nasty buffer management bug...

Added bad last sector detection / warning useful for sensibly
handling truncated fields.

Cleaning up input bitstream class prior to abstracting away underlying
file I/O to allow arbitrary streams as read streams.

Fixed lack of default target still size for SVCD and
ommission of -T flag from man page.

Fixed a typping mistake.
Added 2 firms that build Picture optimizers (SIMA, ELV) to the Optimizing section.
Improved the manpage, mean the have the SEE ALSO section again.
