We dont need these for the new debian packages

Version number increasement for release candidate 2 and two tiny changes to the build process to improve chances of succeeded builds

Patch to make it compile under avifile-0.7

Updated to fix Y2K bugs.
(Just kidding, but did update to reflect MJPEGtools 1.6 and clean typos.)

Updated the configure.in to -rc1, which was already done for the release itself. Also updates the .spec file file to be fomform to dev/nondev separation rules (also a thing that was already done in -rc1) and updates the defaults for yuvdenoise

Changed the description of some options.

The very last mjpeg_logging-related-'\n'-removal I plan to do....

Added the MJPEG_DROP_FRAME_TIME_CODE env variable

Frame buffers now allocated according to need (max GOP size).
Fixed *another* subtle problem with bottom frames in motion estimation.

Oh for heavens sake...
