Couldn't wait any longer: Reverted/patched/refixified yuvscaler, merging
my original SAR changes with recent changes from Xavier.
Now, to make the constraint management do-the-right-thing....

Added some extra flags that may help some broken players to handle SVCD
streams.

Pedantic housecleaning: changed "//" style comments to "/* */" style in
.c and .h files in .../lavtools/.
(Gotta love query-replace-regexp...)

move yuvplay bevore yuvscaler in the encoding chain

dropping of LSB's and Noise Filter in lav2yuv now worky only if the 1.4.x Version is selected.

The active window has moved to yuvscaler

The interlacing correction completely moved to yuvscaler. I added all the options aviable for interlacing correction.

change meaning of lavplay's option -a/--audio to sum of 1:forward, 2:reverse, 4:fast, 8:pause

add mpegtimecode.h to pkginclude_HEADERS

Update of lav2yuv man-page to remove the removed options.

Removed all the "DV deinterlace" code. (If you really need it, revert!
But I believe 'yuvdenoise -I' subsumes this function...)
Tried to document libdv's packing format a bit (for future reference).

Fix compile errors after lav_common cleanup. Add stdio include to lav2yuv,
remove noise commandline option from lav2divx.
