Updated docs for changed mpeg2enc flag.

Last (Hopefully) chnages for the final release.
added description for the -q option.
Fixed some options that were chnaged in the last time.

Bugs:
This hopefully fixes that nasty "negative offset" bug...

New:
deflicker algo
second denoising pass

(Both seem to further reduce the needed bitrates for SVCDs. Please tell me
your results with it...)

Revised the last little patch, exorcising some brain damage.
(Fixed string array, no malloc'ing anymore, no non-portable strndup().)

Small additional configure.in fix: define "have_gtk=false" as a default
(possibly overridden if GTK actually exists), following pattern of other
AM_PATH_* conditionals.

Baaam! Fixed-up the "ifdef()" madness introduced with last commit (this
time: proper quoting). Also went and ifdef'ed AM_PATH_GTK and AM_PATH_SDL.

Revert unsigned long changes.

configure.in:
o wrapped an ifdef() around AM_PATH_MOVTAR in configure.in
(so that if you don't have movtar and don't want movtar,
you don't need it.)
o detect if __progname is defined on system.
mjpeg_logging.c/h:
o log output now includes an identifier, defaulting to the name of the
executable (or "???" if __progname doesn't exist).
o added function to set the identifier (if program wants to explicitly).

Moved improved sample aspect ratio guessing to y4m library from lav2yuv.
Minor tweaks in lav2yuv lav_common so that a correct sample aspect ratio
is generated.
