#83 Multiple Godley tables: double entry compliance switching (2)

With multiple Godley tables, switching one table from compliant to non-compliant switches off the indicator in all of the other tables also, but does not deactivate the assetclass header rows of the other tables (and vice versa).

As with ticket #82 switching the same table back to compliant reverses flow signs for that table but not those of the others, leaving the model in an inconsistent state.

Whoops, a common TCL variable was used to hold the state of the check button, rather than 1 per Godley table. Fixed now.
